White House Press Secretary Karoline Leavitt could not explicitly say who is at the helm of the Department of Government Efficiency.
While being questioned by the press on Tuesday, February 18, President Donald Trump's spokesperson clarified Elon Musk's role in the government after a recent legal filing stated he is "not an employee of the U.S. DOGE Service or the U.S. DOGE Service temporary organization."

"The filing… specifically said that Elon Musk is not the administrator of DOGE," one journalist questioned during the meeting outside of the White House. "Who is the administrator? And is Musk directly consulting with that person."

White House Deputy Chief of Staff Stephen Miller was also pressured to reveal who is actually pulling the strings at DOGE during an appearance on CNN later that day.

"No," the political advisor said. "DOGE is what was formerly U.S. Digital Services. It's an agency of the federal government that reports into the office of the Executive Office of the President, which reports to the President of the United States."

During an interview earlier this month, Trump made it clear why he brought Musk in to help curb the country's spending.
When pressed about why he trusts the Telsa founder, the businessman explained, "He's not gaining anything."
"I'm going to tell him very soon, like maybe in 24 hours, to go check the Department of Education; he's going to find the same thing," Trump continued. "Then I'm going [to tell him] go to the military — let's check the military."

The confusion comes after the Director of the White House's Office of Administration Joshua Fisher claimed in a legal filing that "Mr. Musk is an employee of the White House office."
"He holds that position as a non-career Special Government Employee ('SGE'). In that job, Mr. Musk is a Senior Advisor to the President," the document stated.
"In his role as Senior Advisor to the President, Mr. Musk has no greater authority than other Senior White House Advisors. Like other Senior White House Advisors, Mr. Musk has no actual or formal authority to make government decisions," Fisher added.
